There are tons of systems out there trying to improve business processes of utility companies in general or electric companies in specific.

The key is still doing the re-engineering process well and the application system will just a tool to follow the processes. I put some of my thoughts about Electric Management System in this blog. Feel free to read and comment.

Possible Fraud Service or Meter

Aside from gathering information about property, services, meter chamber, and meter information, surveyor will also identify possible frauds that he encounters in the field.

Surveyors will not do any action against possible frauds. Surveyors just need to record all possible frauds in the field with its corresponding type. After data gathering process finishes, the data of possible fraud will be sent to the Reduction Losses Project for further actions.

Possible Fraud Information.

A file containing information regarding possible frauds will be sent to Reduction Losses Project. In general, there will be two type of Fraud classification based on DG activity:

1. No Contract Customer. These services have no contract with Electric Company. Thus, surveyor will not able to identify its ACCOUNT number in current billing window data. This can be further classified into:
a. Direct Connection. When illegal connection is done by doing direct connection and the customer has NO contract with Electric Company.
b. Common Services. When there are common services installed in the property and there are not installed a meters. For ex: water pump, elevator, etc.

2. Existing Customer. These services have contract with Electric Company but somehow commit a fraud. This can be further classified into:

a. Double Feeding. When customer has a contract and tries to make additional feeding directly to distribution line.
b. Meter Tampered. When customer tries to tamper the meter to slowdown the consumption.
c. Meter By Pass. When customer tries to bypass the meter so that consumption is not registered.
d. False Kind of Use. When customer contracted for a certain kind of use but in actual he is using different kind of use for the service.
e. Meter removed. When customer has meter in the system but surveyors finds a direct connection in the field.
f. External Potentials Manipulated. When customer remove/open the switch of external potential so that the meter is not registering the consumption.
g. Manipulated Transformers Of Measure. When large customer tried to manipulate the transformer (either current or potential transformer).
h. Meter In Wrong Position. When meter installed is not in vertical position. Tilt or horizontal meter position can cause meter brake to touch the disc and cause ineffective of consumption registering.

Based on the type, Reduction Losses Project could determine the team or actions to be carried out for those possible frauds.
